In every society on Earth, some people are wealthy while others are poor. A small gap between rich and poor may seem natural, but when the gap grows very wide, it becomes a serious problem. The most extreme form of this problem is poverty: the condition of not having enough to live a decent life.

A household living in poverty cannot afford the things that other families take for granted. There is often a shortage of healthy food, warm clothing, and proper medical care. The simple lack of money narrows a family's choices in almost every part of daily life.

How wide is the gap today? Statistics collected by economists show that, in many countries, a small number of households own a huge share of the nation's wealth. When researchers rank nations by equality, the differences between them are striking.

Why are some people poor? The answer is rarely simple. A great deal depends on the circumstances into which a person happens to be born. A child raised in a rich district enjoys an obvious advantage, while a child born elsewhere may never be offered the same opportunity.

This is why poverty is so difficult to escape. Children in poor families often lack a good education, and without education it is hard to earn a higher income later in life. In this way, poverty is quietly passed from one generation to the next. Governments try to respond. They collect money through tax and use those funds to support welfare programs for people in need. Deciding how much of the national budget to spend in this way is one of the hardest tasks any government faces. These choices are deeply controversial. Some people argue that generous welfare is a duty of a fair society. Others worry about the resulting debt, and insist that individuals should be free to earn their own living. Every government must choose a policy somewhere between these views.

One idea, however, is widely shared. No child deserves to be born into hopeless poverty simply because of an accident of birth. Giving every household a real chance to earn, to learn, and to purchase the basics of a decent life remains one of the central goals of a just society.
